when they paint a car, they USUALLY cover whatever isn't being painted to keep this from happening... doesn't seem to be the case here. Your options are as follows: 1. STOP taking your Z to paint shops that don't know how to spot repair the paint without messing up the rest of the car. 2. take it back to them and have them fix it or take it to someone else... they should be able to polish it out. if the rough texture is just on the clear coat, you should be able to polish it out... you can also do it yourself, but if you don't know what you're doing or have the right tools, there's a very good chance you'll bone the paint...
